Health & Safety for Micro Business Empty Health & Safety for Micro Business

I was amazed when speaking to a small business owner today, to find out that if you have 7 or under employees you do not need to have any health and safety in place, so no first aid kit, no fire extinguishers, no accident book etc

Is this right?

Personally think there should be a minimum standard in place, thoughts?
